Rules of the game means a shirt pull is a free kick, it was inside the area so it was a penalty. Simple.

It also was very debatable at whether or not that counts as a foul. Wouldn't be given at the other end, that is for sure.

It might be a foul by the letter of the law but if they gave penalties for that every time we'd have a pen every time the ball was crossed in the area!
