Tax Free Abroad?

One of my friends is taking a few new computer parts to Kenya tomorrow and he was told that he could claim the tax back at the airport because they were going overseas (and staying there)... is this true?
 
I think if you live outside the EU you can claim the VAT back. Although I think you need to get the shop you bought the stuff from to fill some form out before taking it to the airport.
 
Is he British? If so, then I doubt it.

The reason foreign nationals can claim VAT back is because they won't receive any benefit from the tax revenue raised from the VAT. He can't claim the VAT simply because he's taking the goods out the country. I don't think anyway.

There is definitely a system in place for claiming the tax back. They did it at my old job but I just passed it off to the manager to do. They asked for things like the receipts, persons passport, etc.
