How to fix a grave stone?

Hi,

I am fixing a grave stone to help my friend out as a favour and opened the packet of screws but I can't figure it out. This is what was inside.

The top part of the pic is the headstone base, the bottom part of the pic is the headstone plaque. Another friend thinks the holes need to be filled with cement and left to dry overnight? I have tried searching the net in vain. Does anyone work in the industry who knows what bit should go where? Thanks in advance for any help.
 
Is it not like rawplugs, I can't see too well but the black bolts may go into the silver tubes? If that is the case, as they are screwed in the tubes would expand a la rawplugs? It's too hard to tell from the photo. So there were no instructions like most flat packed stuff and how is your friend going to place this at the grave, doesn't it have to be fixed in or something?

My thoughts exactly, I even thought the black screws may be spares :)
 
The Black bolts screw in to the Metal raw bolts, So, You put the black ones through one piece & screw them into the rawplugs opening them out & securing themselves against each other. If that makes sense ? Crank them to hard though & you'll break the stone, Great a :-/
