It looks like Italy is set to legalise file sharing as long as the files are of diminished quality.

I have to say that, IMHO, this is 'a good thing'™ and entirely sensible law. Watching a low-quality version of a film is more likely to make me want to buy a HD-DVD or Blu-ray version of the film than imprisoning me for downloading it. This will also, most likely, lead to the development of well catalogued sites in Italy that list the films/ music well with lots of detail - more so than the torrent sites provide. These sites should theoretically be able to make a profit through advertising (making a profit for the service they're providing rather than from the files themselves) and thus everyone wins.
