Because for artistic reasons the movie director/producer decided to film the movie on fast grainy film. The blu-ray port's should be fairly true to the original, although blue ray is still only a fraction of film resolution, its still high enough that it will be more "true" to the films original grain level.
The lower resolution of DVD compared to Blu-Ray probably means that some of the grain is lost because its actually below DVD's resolution to fully resolve the finer details, and what's left is probably filtered out by noise reduction.
