To cook, or not to cook the meat?

Hello guys and gals.
I purchased some ASDA Irish beef a few days ago.
Use by date was yesterday 22nd. Today is 23rd.
The meat has darkened (dark red) but doesn't smell funny.
Its been in a fridge thats near freezing temperature. The meat is actually half frozen.

Question is would it be safe to cook it? (or should I throw it out and order chinese for tonights dinner?)


EDIT: I cooked it, ate it, it was delicious -

Oh by the way the packaging is opened... and has been for the last few days. Why? I cooked 1 of 3 pieces of beef on day of purchase.
So does this make a difference at all that its been opened? :s
