I rang them and they said that as the contract specifies 2008 then they should review it in 2008 (although ACAS did point out that the company didn't have to give me any more money ).
They also said was that it didn't matter if the contract was signed or not.
Then get them to review it, get into your HR and say you have a contract that says 08 what they gave you is not a contract and that you expect the pay review to be carried out.
