You need the machinegun with armour-piercing rounds from Bioshock.
Alternatively, use the ice plasmid and whack it with the wrench. Always works for me.
Serious suggestion: crowbar. Your goal should be to break the mounting plate rather than the padlock itself. But whatever gives first, I guess.

Dammit, beaten to it.
Anyway, a heavy duty chisel, or just sledge it downwards on the body of it, probably cream it right off.
Or mangle it into the gate, so you can't open it anyway

If its a decent reinforced lock bolt croppers wont work, I'm a Fighter and we get training into how to break into things.
We'd use a sledge hammer and the pike part of a hooligan tool.
Even then you can sometimes struggle.
Failing that we'd bring out the machinery, but theres something satisfying about braying something.

Failing that.... Guns work in most movies.
If that doesn't work just pick the lock it's not as easy as it looks in the movies, but it's not that hard either.
