Cleaning install of personal details

Whats the best way to get rid of all personal details on your PC?

I'm selling mine and would prefer to keep the same Windows install on it but want to delete my details and data.

If there is no other way, I will just format and sell with fresh install.

Get the manufacturer HDD utils for your drive, do a low level format (resets all sectors to 0), then reinstall windows.

Do I need to run the LL Format from another HDD? i.e. I can't use the OS on the HDD I'm formatting to run the tool.

a lot of them can be run from floppy or cd

Although if you can't be bothered, running Ccleaner will do the trick providing you have deleted your personal folders/files first.
