New Car Tax Rates for 2009..

According to the above link car tax is changing, what I can't figure out at the moment is whether its on ALL Cars, or new cars ?

Sorry if this has already been posted.. couldn't seem to find it !

All the BS has now put me in the mood that just thinks **** it, i don't care what they charge me i'm going to chuck out as much C02 as i like regardless of cost.
