I don't know about that, child neglect normally focusses on what could have happened, which is statistics based, yet in a clear case of neglect where something bad did happen, because the parents got to the media first it's being nicely ignored.

Please describe the entire process from start to finish, including the time when the last person to see Madeleine alive (the family friend) checked on her in the apartment and confirmed that she was fine.
But you don't apply common sense to statistical averages, you apply them to the situation.

Why?
There's an awful lot of logic to get over. For example, you somehow have to eliminate the family friend's safety check, or implicate her in the slaying.
You also have to work out when and how they disposed of the body. Either prior to calling the police (which was as soon as the child was found to be missing) or while the media glare was on them. But lets not let such things get in the way of mindless speculation!
