Wow did Bush really say this?

I saw a great program on BBC3 about political gaffs, one part of which was clips of Bush concluding speeches by saying "Thats it, I'm going for a cheeseburger" at least 50 times :p

Not trying to defend the numerous gaffes Bush has made, but that particular one is taken out of context. He was addressing the possibility of a Nelson Mandela like figure emerging to unify Iraq, it was said metaphorically. Hence "Saddam killed all the Mandelas".
