It feels like GTA 3 did once you completed it.
The next one will, I'm sure, will have more stuff in it like VC and SA did.
I think the problem is that people were expecting a rags to riches type story of previous GTAs, some time before release it was described as rags to slightly better rags, and that's what it is.
The Xbox 360 DLC is obviously going to be all the features that are in the last two GTA games but missing in 4.

Not really. Its going from rags to having near half a million dollars. I wouldn't call that slightly better rags.
They could've adjusted the money so you felt your money had worth when it came to buying what little things you could.

But the "luxurious" safe houses were always identical to the old ones, simply a save point.
Of course it's just a save point, but it felt as if you had earnt it and enhanced the story it self IMHO. I think Rockstar have made a bit of an oversight here.

Only annoyance associated with them that I've noticed is if you take a taxi to your algonquin safehouse (not Playboy X's penthouse, the other one) then the taxi will ram your parked cars when you trip skip.
