Exaggeration; 50kb/s... that's about as fast as it gets on ADSL in my area

Intriguing question, i would presume so, as they can count how many downloads have started (counted on clicks/requests to server iirc). This may mean that unscrupulous people could start a download and then quit it (after a few moments) and then start it again, and repeat the process to infinity, and for them all to count, individually.
If you were even more unscrupulous you could reset your router every time (if you're on a dynamic i.p) and send Mozilla a new i.p. address everytime~
