Don't think theres many places that will, not without extra cost.. I think the requirement for most is 21 and licence for 2+ years..

I doubt it,

Youngest I have ever managed to rent a car was 19, and that was abroad.

Doubt it. I had a van from Enterprise on Friday and they point blank refuse to rent to anyone under 21 or who has held a full license for under 2 years. The 21 years olds can only have the lowest possible car (Matiz IIRC), you had to be 25 for anything bigger (like a Corsa 1.2 - Woo!).

I had a Vauxhall Meriva from Enterprise through BMW Assist - I was 22.

Mind you they had a Mercedes E500 waiting for me until they realised how old I was

BMW assist may well have different insurance arrangements.

There were two people who called up while I was collecting trying to rent a Vectra size barge @ under 25 without a proper debit/credit card. Must have been some sort of Chav convention this weekend...
