Which time line are they using for the count? ie if I download it at 0001 BST will it count in the 24 hour record attempt.

The 24 hours probably starts from when FF3 is actually available to download.

Probably at 0900 Pacific, which is 1700 BST. The Firefox 3 meeting's at 1100 PDT.
