Ebay's new "account protection" system.

Has anyone else noticed this when signing in lately?

How on earth is that going to be implemented? Assuming it's based on ip addresses ebay are going to have to make something like 100,000 calls every hour because someone signed in at work instead of home. If it's like other systems where it's based on cookies, then there will be even more phone calls being made, if you don't have your mobile on you then your not going to be list anything.
