Purchased some ink for a laser printer for around £30 not much but still £30, anyhow the seller did not send the ink and then failed to respond, I issues a ebay complaint and then filled with paypal, I then got an email from ebay saying he had been kicked off ebay. I then get this from paypal

After careful review, we have concluded our investigation of the Buyer
Complaint described below.

We have decided in your favour, however, we were unable to recover any
funds from the seller's account. As stated in the PayPal User Agreement,
recovery of funds associated with a Buyer Complaint cannot be guaranteed.

Please know that we will make our best effort to recover the funds in
question if they become available in the seller's account in the future,
and will take appropriate action against the seller. Such action may
include issuing a warning, a temporary restriction, or terminating the
account. Keep in mind that PayPal uses a number of factors, including
member complaints, to determine when to take action. Due to privacy laws,
we cannot discuss the details of any action taken. We hope you understand
our policy and that it reassures you that you are safe using PayPal.

Anything I can do? What’s the point of seller / buyer protection?

What more do you realistically expect them to do?

If it was someone completely innocent that was getting money claimed back they would send round debt recovering agencies etc - they've done it before, but usually only to innocent people.

Theres a lot they CAN do they just cant be bothered to do it unless its some innocent person in which case they'll take you for all you're worth!!

give my money back ? that's what happened when i got ripped off, they took the money out of my account and left me overdrawn!

Why would they give you money? It's the seller's fault, and if they're unable to get funds back from him, then I don't see why they should give you any money.

Another satisfied paypal user :D

Seriously paypal have to be one of the most dodgy unregulated "legitimate" scam artist outfits around.

And no doubt people will hark on about never having a problem and "if you follow all the procedures you are safe... " and go on about people not being careful but when it happens to them, and it will, maybe they will realise just how bad paypal actually are.

I got scammed out of £180 last year. I shipped to a registered address, signed for special delivery and everything. Turns out the paypal account he paid with was compromised about 2 days after he got the item, how convenient eh!.

I sent all the correspondance to paypal as well as the proof of postage and even the email from the guy saying "thanks, item turned and works great! thanks" and they still stole my money back out of my bank account.

I escalated it as far as i could and now i simple get "this case is closed and will not be opened".

I followed every rule i was supposed to and they simply decided i wasnt getting a refund and more to the point that THEY werent taking the hit. So i loose my money and there isnt a damn thing i can about it, they are unregulated so there is no one to get to investigate on my side.

As a buyer you are far more likely to come off better in a dispute than a seller... simple fact

the best bit is when paypal eventually get the money back via bailiffs etc (they rarely do) they still wont send it to you

paypal suck

this has happened to me as a seller. out of my postage options the buyer chose the cheapest one and then claimed that i didnt send the item. paypal took the money out my account and left me on negative money. i eventually paid up just because i was sick of letters and phonecalls from debt collectors (was £20) 6 months later and the scamming git of a buyer is actually selling the item i sold them that they claimed they never recieved :S :(

Paypal are just a money making sham, I've stopped using them ages ago and would advise everybody to do the same. So they take commission from transactions and have a concept of trusted sellers/buyers but when things go wrong they seem to do damned little to resolve the issue.

I've unlinked my bank account from Paypal ages ago and one thing I always do when I have to use Paypal is make the payment using a credit card, if Paypal do jack all then pass it back to the credit card company who will normally poke Paypal into life.

Paypal are supposedly carrying out the transaction, they are supposedly securing your payments so you don't have to give your details direct to the seller and get ripped off. They offer this sham of 'protection' and then fail to follow through! It's what we pay them for and they simply fail at providing the service!

Amen to that!

You HAVE to link your bank account now if you approach a certain amount of transactions. It absolutely sucks.

If you unlink your bank you can't pay any money FROM paypal INTO your bank.

Never had that problem as I refuse to use Paypal unless I absolutely have to.

I've just been trying to help a friend raising a dispute, she bought some radiohead tickets for sunday back in april and started fretting at the start of the week when they hadn shown up, in the past week the buyer has changed various bits on his ebay account, made his feedback private etc, she tried to open a dispute but it got closed straight away because it was over their 45 day limit, even though they made a fuss about what date the event was when she submitted the dispute, she's trying to speak to them to confirm she wont have any recourse but they've been pretty hopeless so far

few years back my brother got scammed on a pc off the bay, worth about £500.

Paid via my days paypal. They were pretty useless tbh. Couldnt get any of the money back. Luckily the paypal account was with a credit card, so my dad just got his bank to do a charge back. I my self havnt had any problems so far, but am aware a lot of people have. Not a lot can really be done
