Reinstalled the game recently got the NAM addon (im sc4deluxe btw) and patched. Never really could do this game cept sc 1 on snes. Anyhow heres my attempt so far.

I'll give you a few tips. First off place light commercial around your avenues 1square width by 3 squares high. This way the extra traffic created isnt placed upon street/roads and is also more realistic.
Second of all, place your houses 1 square width by 2 squares high. This allows the sims to create a house with a garden, this seems to make them happier over all.
3rd thing, try to place your industry in a zone next to your residential. Connect your power lines by dragging them right to the edge, same with your roads/avenues. This way it allows you to develop dirty industry without effecting the surrounding residential areas. Also build a waste to energy plant, set the fudning to 0%. This will allow the plant to collect and burn rubbish, but produce no energy. When you've set up your industry zone next to your residential zone with the power plant connected to your res zone, click on the dollar sign at the bottom middle. Click on your financial information and click on the green side neighbourhood deals. This allows you to sell the energy you make in the industrial zone to your residential and it also allows your waste to energy plant to pick up there rubbish too.

WHAT? You should never ever zone industry next to residential, instead you should buffer the zones with a commercial zone instead for example or a forest, so there's no pollution in your residential zones, all you're going to do is pollute your residential zones and scare away high wealth sims from living there. Unless you mean create 2 cities and region play, but in a single city tile you should never put industry near residential:
1: Manufacturing and dirty industry pollutes the air and water a lot reducing the land value and desirability for residential.
2: It creates unnecessary truck traffic at residential zones.
