If they're going to come up with a rule it should be a blanket one not just young drivers.
I'm fully in favour of a 100% ban or 0 tollerance. It works in Germany, even if you're sat in your car and not driving, and you're over the limit and some one runs into you and it's 100% their fault you still get done if you're over the limit... doesn't sound very fair I know, but I've had people close to me turned into brain damaged semi paralysed people owing to being hit by a drunk driver - I feel quite irrational about it I do admit.
There is no excuse for drink driving. And mouthwash and that sort of thing wouldn't trigger a breathalyser, in the remote chance that it does, when you got to the station the proper machine would clear you. Besides you can still ask for a blood test can't you? Besides most cops aren't mugs and you can tell so easily from the driving and the way that people behave whether or not they have been drinking.
It may be a little reactionary or extreme, but I'd almost be inclined to ban for life if caught drink driving.
I've had some serious disagreements with friends over drinking and driving of which has caused some falling out - but frankly I can't be around people that are so selfish.

Because the most likely culprits could not afford a £10,000 fine and would ignore a driving ban.

Im against this proposal if it's just for 17-20, but am for it as a rule for everyone. As everyone has said, same laws for all please.
Im sure overall through out the country this age group is bad for drink driving, or least i hope that is the case or why are they/we the ones being picked on. However in my experience to date this age group is the best behaved in terms of drink driving. Its become very sociably unacceptable and people have become very good at using designated drivers. From what i find the elder generations are much happier to go and have a few pints and then drive. I am guessing though that when it comes to having 4, 5, 6 or more pints and driving it is more likely to be a problem in the younger drivers but as said im just going off own experience rather than national averages.

All cars should have ignition tied to a breathanalyser - problem solved (volvo demonstrated years ago that this is possible), and car manufacturers tied (legally) to a very low level of alcohol.
You get blood tested in the station if you're positive iirc.
Law should be the same for everyone.
IMHO - if you drive you don't touch a drop.
