question about tour de france riders

And now another rider has failed a drugs test for EPO, farewell Ricardo Ricco. Knew something wasnt right the way he shot past the leaders on the mountain stage.
He's gone and the rest of Saunier Duval have pulled out as well.
Seems the tour isnt going to get the headlines it wanted this year. :(
 
There's probably some social-economic factors as well, given the equipment used. How available are carbon framed bicycles in Africa/Asia?

Most carbon frames are made in the middle east. I know Giants are made out in Taiwan, think specialized are as well. Trek make some in house in the states, but that could just be the top end stuff for pro-riders.
My sister is after a new Titanium frame and its coming from China. Send em the measurements and they'll make you a frame.
