What steps could I take to try and restore this at minimal costs?

I personally wouldn't bother but the car has sentimental value....
 
Looks like its limited to just the bonnet, and looks like an old car - maybe find a bonnet from a breakers in the right colour?
 
He has a bit of a problem with the bonnet, why would he be interested in the cost of a full respray?
 
A full respray for £900 :o

So I'm looking around £90 for a spray, I'll check my local breakers first.

If you're going to get a new bonnet and/or respray, then give rubbing compund a try first. It's about 10x more coarse than T-Cut, but doing it gently and consistently should get rid of that. Then use some AG super resin polish to bring it back up to shine. You've got nowt to lose if you're getting a new bonnet anyway...

How would rubbing bare metal help?
 
:o Ooh. Whoops. Sorry. From the pics I saw it as water or condensation damage from a cover or something, which is what happened to a friend's 1968 Daimler and he sorted it that way. D'oh.
 
I hardly ever post in here but im in a roaming mood :)

It Looks like an mk3 escort ghia. I might be wrong but is there a clear coat applied to some kinds of paint? It would explain why its flaking off.
