Was just reading about that vigilante in NYC who goes around taking videos of illegally parked government vehicles, and something occured to me.
Let's say I go out and buy a car-lift (one of the small, home-use ones) and plonk it down in a regular parking space in London. I then drive a car onto the lift, and hoist the car up, leaving the space underneath vacant for another car to use.
In this scenario, is the hoisted car technically parked? It's not touching the ground, and isn't taking up a parking spot, because it's still there - so, what would happen? Ticket? Tow-away (if possible)? Police? Would it be ignored.
I would argue that the car is not parked and not using a parking bay and hence isn't affecting anyone, so, um, traffic wardens can bog off
