Remember the program "catch phrase" ?
Its kinda like a non-animated version of that.
For example, the first one "down town" is the word TOWN, but written 'down' rather than across as usual. Or the one "american scribble comic" is worked out by connotations of each word:
american -> yankee
scribble -> doodle
comic -> dandy
so the answer is yankee doodle dandy

Basically, just 'say what you see'

My best guess is Start Up On Time. Still seems week, though.

What's the clue for #6? Ten A Penny seems like a strange answer.
