If you do some searching on the web, you can get the eibach springs for £100.

Is there a particular model number he should be looking for?

Oh, and I completely forgot to ask about how much it should be lowered - or are the Eibach springs all the same drop?

I've only seen them at 30mm for the focus so far, the 1.4/1.6 are different to the 1.8/2.0 springs, so make sure he's careful that he buys the right ones . They are usually narrowed down by engine size, hatch/saloon.

I wouldn't go for lowering springs alone having done it myself on a previous car... get some shocks, too.

Defiantly good advice, but depending on the budget it isn't that bad. But you will wear the shocks out much quicker by doing so.

I don't like them, talking 45 profile. 40 If you want it to sit a bit lower, but 45 will be fine.

Eibach springs on a budget, wouldn't even consider anything else.

Pretty much what he said, I just prefer the slightly lower look though

I would try and get some Eibach Shocks as well if you can but you wont have any issues with just the springs.
