Garageband?

Clip it under 40 seconds, and use the "Export to iTunes as Ringtone" feature. Done.

Alternatively, look at iToner.. it'll put any track on the phone, and doesn't require jailbreaking.

Yep. You can use up to 40 seconds of any track that'll go into garageband, which is pretty much anything iTunes on a Mac will play

Theres a free 30 Day trial and its only £3 to buy anyway.

I use the latest garageband its great!

You can also fade in and fade out making it seems much nicer sounding if your half way through a track.
