Has BT tampered with my connection?

My download speed has been truly terrible of late with even the most basic things such as Youtube videos being impossible to watch.

I used this site to check it out: http://www.speedtester.bt.com/



Here are the results:

Test1 comprises of Best Effort Test:
Your DSL connection rate: 1088 kbps(DOWN-STREAM), 448 kbps(UP-STREAM)
IP profile for your line is - 135 kbps
Actual IP throughput achieved during the test was - 73 kbps

Here's all I know:

I sometimes go over the download limit, but this is paid for as stated in the messages from BT (30p for every extra GB)


I recently agreed to a new BT Broadband contract which raised my download limit to 10GB and lowered the price.
 
The BT Speedtest has nothing to do with your ISP, capping or anything else.
What it's saying is your connection dropped and reconnected at a significantly lower speed, so your IP profile dropped accordingly. It'll increase again, if you keep connected at that speed, but until then the best you'll get is 135kbps.

You haven't said what your modem usually connects at.
 
Try your equipment in the test socket and run the test again. If it's no different, give tech support a call (I know that NI has local tech support teams) and get them to test the line from their end. It's more than likely a line fault, but try the test socket first of all.
