To be honest, of all your ideas, going for a haircut is probably the best, as I guess you could get a lot of conversation going. However, it's not ideal! Just speak to her a bit next time you see her and ask her if she'd like to do something with you. A picnic or a walk is a pretty safe bet, or the aforementioned drink (alcoholic; Limit yourself to no shots, and no more drinks than she has, or just a coffee), although I guess it depends on the girl.
 
I think if he went for a haircut he'd fail miserably by the sound of it... He'd have to hold a conversation for.... hell... over a minute?
