Granted 3.5k isn't a lot for a car but if he intends to keep it for 12 months or so there is no sense in buying something that would be difficult to shift or get any return on with another say 12k-20k more miles.

No, we are assuming that it's a cheap car therefore resale is less important than it would be on an expensive car.

Especially as, lets face it, it's not going to be worth nothing. A tidy, modern, medium sized car is always going to be worth at least a grand until it gets properly ancient irrespective of mileage.
