Yep consoles run on obsolete gpu's.
30 fps is struggling, sure it's still fine and playable, but it's a sign that performance isn't perfect and might drop below 25 during busy scenes.

If you want SMOOTH gameplay thats not struggling at all then try CSS, 60fps solid or 300+FPS average, notice the extra 0 on the end, and notice that 60 is twice 30.
