You're question makes no logical sense. Of course they aren't always innocent, if one person in the world ever gave a foot massage which was innocent then the answer is no??

I once gave a foot massage to a female friend, she had split from her boyfriend and was feeling down. I went round for a drink and a chat and somehow it got onto the subject of a crappy massage course i had done at a night school thing years ago.
She said she had never had a foot massage would i do a quick one on her so she could see what it was like.
Needless to say we had consumed a fair bit of alcohol so the "quick" massge lasted about 35mins! she was VERY relaxed at the end and also by her own admission somewhat aroused
Nothing happened as we didnt really think of each other that way, never had, but the fact that the massage had her feeling randy rather suggests that they can be far from innocent.
There is evidence that in the case of females the stimulaton of the feet during a massage can also stimulate the genitals, something to do with connected nerves or something. Women usualy arent as base as men when it comes to physical contact. A woman can be touched by a man and not feel it as being sexual, men on the other hand usually do.

There's no absolute answer, could it be innocent? yes. Could it be quite the opposite? yes.
Which is more likely? Well I'd say depends on the people but I'd be lying, it's probably not innocent to be honest.

Interesting. I can't comment on whether she is attracted to me or not. She has said though that I have a nice smile and nice teeth.
So it can get the aroused, good job. I'll have to say to her one evening that I didn't get the chance to finish it because we were interupted.
