Is there a faster passively cooled card than the HIS 4650?
Could you cool a 4870 passively?
If not, what's the quietest cooler for a 4870 (air cooled)?

You can get a passive 3870 (Sapphire Ultimate, I think), I have also seen a passive 4850 from Gigabyte (don't think it is on the market yet).
 
I would definitely look at the HIS ICEQ cards. They are known for being very quiet and you can get the fastest performance possible.

If the 4870 is a little toasty is the 4850 cooler?

The thing with passive coolers is that the temps will vary due to the mount of airflow in yer case....
 
my 4850 idle's at 40-50 passive and hits 73-75 under load ( load being a hour or two of furmark stress testing at 1680 x 1050 with 8 x msaa ) I'd describe my airflow as average.


with a 120mm fitted it's 25-30 idle and 40-45 load
