Unfortunately you'be stumbled across a pretty poor piece of journalism
Certain cars, usually japanese performance cars are designed with High Octane fuel in mind. This is because in Japan, its quite normal for everybody to be using 99 RON fuel
Thus the japanese performance cars tend to want it. Mikes MR2 turbo for example, is a japanese market only car that was been imported over here. IF you try and run it with 95 RON fuel, it will not be happy at all, you will start to get det (detonation) and nasty things will happen to the engine
Same goes with Mitsubishi Evos, Subaru imprezas and other makes as well.
Its all to do with the design. Your average 1.6 shopping trolley wont feel any benefit in Mpg or performance, but evos fuel test found that a 2.0 Golf GTI Turbo did find measurable performance benefits from it
