Just because the Daily Mail says it doesn't make it true. The vast - vast - majority of tax money goes on schools, hospitals, police, military (whether you think that's a good thing or not is up to you), services etc. I don't know how many families in the UK have 12 kids and can't be arsed to work, but I'll bet it's such an infinitesimal proportion that it's a complete non-issue.
The last time I looked in to it 47% of government spend was on "Social Protection", effectively benefits. However you have to remember that "benefits" is quite an all encompassing term and means everything from JSA to State Pension to Tax Credits.
