Can i buy a car before having my license?

I'm gonna buy a car just to have a little practice before i go for my practical (passed my theory) I already know how to drive, and drive my brothers car from time to time (as hes the one who also taught me) I also read up on a lot of things like 3point turning/parallel parking/emergency stop/round abouts etc. and all the other nicks and cranys in driving. Could i just get a car and claim it off as SORN, or just buy it and not tell no authoritys till im ready to go for my practical. Also is it true i need 50hours driving lessons after Jan 09' to take a practical? That would suck as i already know most fundamentals on driving and drive frequently when im in my home country in the middle east. Thnx for any info guys.
 
you can buy a car, tax it and insure it on just a provisional license, and drive it legally with someone who has >3 years experience.

and no, you dont, its a myth thats been thrown about for years.
 
I wont be driving anywhere busy, just local for hands on practice till im confident for the practical (Driving lessons cost too much plus im just wanna reinforce the knowledge i already have). Its nothing big i could easily practice with his car, but his often using it and the like, so i really wanna have my own im not prepared with failing the test tbh i wanna get as much experience as i can before i go for the test.

You must have a provisional licence
You must be insured on the car as a provisional driver
The car must be taxed
The car must be insured
You must drive with someone who has held a licence for 3 or more years.

There are no buts or excuses.

depends, but in my experience your insurance will go UP when you pass your test. You are no longer acoumpanied everywhere

I thought they also had to be 21 or older, or has that been scrapped now?
 
Aye, from memory the accompanying driver must hold
A current full licence for that sort of vehicle (IE must have a manual licence if the learner is in a manual car).
Must have had a full licence for 3 years/
Must be 21 or older.
