If your company uses nLite, or manually removed them, they have been removed for a reason. It is also likely that you won't be able to install it on the machine even if you could get it from MS.

Yes you can. its in the control panel somewhere add or remove windows features or something. (on vista anyway) I had business edition which didnt have them so i added them.
At my place, if I log in without administrative access, I cannot access the control panel. Only display and mouse settings are available. Likely to be locked down via GPO or Local Security Policies.
