New build not working. Need help

Hardware:

Abit IP43
Intel Pentium Dual-Core E2200
Scythe Ninja II CPU Cooler
Corsair 2GB DDR2 XMS2-6400C5 TwinX (2x1GB)
Sapphire ATI Radeon HD 3450 Silence 256MB DDR2 TV-Out/DVI/HDMI (PCI-Express)
SATA Samsung DVDRW
SATA 300GB Maxtor Drive

Just finished installing upgraed hardware but am not getting a Signal from the Graphics card. Tried VGA and DVI connections but still no look.

Even tried a Gigabyte 6600GT PCI-E and that has the same problem.

One thing though. When i use the HD3540, i turn on the system and then after 3 seconds it shuts itself down and then a few seconds later it starts itself up. This does not happen with the 6600GT. There is also a high pitched squeeking noise coming from the HD 3540 which the 6600GT does not omit.

Like i said, tried VGA and DVI leads but still cant get a signal.

Any ideas?????

Additional power connectors on the graphics card?

Need to manually select input source for the monitor?

Reset the bios and try again?

3450's run off the pci-e bus, no extra power needed. I take it you can't see anything to get into the bios and tell it to look in PEG for the gpu, if so, it could be the mobo that's faulty?

Yes, there are no extra power sockets on the GPU's, they run on the PCI-E bus.

I cant get into the BIOS as there is no display output from the GPU.

Faulty PCi-E slot maybe?

If it is faulty then where do i stand with this? Can i return it to OCuk and change it for another one? Or do i have to send it to Abit?

I've been offline since Friday now and to behonest with you i really need to get back up and running. Its a shame that i've got thhis problem with the GPU. Could i not just order another Mobo and return this abit?

I really cant wait anymore and must be up and running ASAP!
