Why is it that Windows can't be displayed in the highest resolutions on a HDTV via either a VGA or hdmi cable?

I've just bought a Sony Bravia 40W4000 and the highest resolution it can display Windows (XP & Vista) in is 1280 x 1024 @ 60hz (even at that, the picture quality isn't a patch on my Samsung 22" pc monitor). Setting the resolution to anything higher on the TV results in horrible ghosting.

Any idea?

it can, but sony's typically dont have the information in the EDID for the gpu drivers to read and automatically configure themselfs. with that 40w4000, as i did with my 40w2000, you would probably have to set up a custom 1920x1080 resolution either within the drivers themselfs or with an app such as powerstrip to display 1920x1080 over vga.

as far as hdmi goes, that'll be a driver issue full stop. what graphics card do you own?

A Radeon 4670. I've just forced 1920 x 1080p through the Catalyst Control Center and my screen has blacked out along with a message 'unsupported image' (or something along those lines). Had to restart through safe mode to revert back to a lower resolution.

What is the problem you are having when you try to output above 1280x1024?

See above.
