Just installed the latest CPU-Z

when in windows i sometimes get this pic

Ive overclocked it to 3.2hmz,

are the two pic above normal? or should i expect to see 3.2 all the time?

am i worrying about nothing?

It's normal. You've got speedstep enabled, so it lowers your Multi to 6x when theres no CPU usage. You can disable it, it's reccomended :)

Recommended by about 2% of people. The rest recommend leaving it enabled as it's effect on performance is almost non existant (its a lot better than Cool&Quiet), and generally doesnt limit overclocking either.

Main reason to disable it when overclocking is if the voltage drop during idle leads to instablility on a very high overclock. If your system is stable leave it enabled, and help save the planet, 1 gram of CO2 at a time :P. Even with a 4ghz clock, its still only going to be hitting 2.66Ghz on the x6 multi, and most chips will probably be stable at that speed with speedstep enabled.
