It's going to be vague but I'll try my best...
It's a low budget action film with the lead role played by a female who is a sorta heroine that cleans up crime in the city. She wears this mask that covers her nose and mouth and is sort of a self made law enforcer.
It's a crap film that was shown by Channel 5 back in the day I think and it has some lame title that begins with "The...". Think along the lines of "The Enforcer" or "The Destroyer"...along those lines anyway.
Erm...can't remember much else.
