i am thinking of getting a small scooter so i can get to work.
i dont have a drivers license if it makes any difference.
do i need to pay congestion charge? how much is the insurance and mot? how about parking? do i need to pay anything to park outside my house or anywhere in london?
how much money would i need to spend in order to make my life a bit easier?

not sure about the answer to the other questions but I don't believe you have to pay the congestion charge - thinking about getting a scooter or motorbike myself

Insurance is dependent on factors such as age, location, where bike is stored, experience, no claims bonus, value of bike etc.
 
Best way to get around London apart from a push bike. No congestion charge, don't turn up sweaty and reasonably fast. Great economy too.

Downsides are that you're still vulnerable to bus attack and people love to steal and vandalise scooters, especially in London. If you get something, get it cheap, Japanese and second hand. Definitely don't get a racy looking one as it'll attract attention.
 
My brother bought a scooter (in london), and it was stolen a week later. It was a piece of crap too. So get a few extra locks and chains!
