Quick Clarification.

If I have a PS3, am I right in thinking that it will decode the Dolby TrueHD and pass it over HDMI as LPCM to my receiver? And it should sound the same as if the receiver was decoding it rather than the PS3, even if the receiver itself can't decode Dolby TrueHD that I'll still be getting the same sound just PCM through HDMI?

Yes you are right.

I'm not sure what the bit rate will be (maybe you should ask on a PS3 forum) but I doubt you'd notice the difference.

Well at the moment I'm just getting 2.0 over optical to my PC and then to my speakers, so it will be a big improvement, I just can't justify spending the money required to get a receiver that can decode TrueHD on its own.
