to hdr or not to hdr.... i have 2 pictures here one which is hdr and the other not.... but im stuck on which is better (both of the same pic)

No.

HDR is a technique which has been blown WAY out of proportion by Cykey. He milks off it constantly and I cannot wait for the day until it is bettered and he is left in the shadow.

ANYway, I saw no quite simply because the non HDR imo looks much better. :)

for instance ? ?? still a newbie here go reccomend me please :)

Personally...its a good image, so don't be disheartened.

I'd try and reduce the orange/light pollution in the sky

on the image overall I'd reduce the exposure a bit so lights were not to blown try playing around the white balance as well to make it less orangey overall :)

Mind if I play with it? :)

Couldn't be arsed to wait for you to answer :p

There are a few things wrong here.

1 - Not every photo needs HDR
2 - Not every photo benefits from HDR
3 - This is a bad example of HDR
4 - cykey did not invent HDR, i can do HDR with film.
5 - I don't think we need a 5th point.

Better yes, but still not great, sorry, I can see what your trying to get at though. (btw OP the image composition and stuff itself is fine)

highlights should be white, not grey, when darkening an image it is usually best to use "brightness/contrast" tool rather than exposure unless you have blown highlights.

Here is my attempt, not the best either but still:
