Vista undeleteable file.

I thought they would have fixed this after 7 years, but alas it still persists....

Keeps saying could not locate the file when I click delete, yet for some reason I don't get an option to remove it. How do I fix it?

There used to be a program called Unlocker that worked wonders in XP, however it doesn't install properly in Vista not sure how to help..

maybe moveonboot , another program that can delete a file before the OS loads, or you could just download dos assuming you have a floppy drive and nuke it with code commands
