Don't be silly. Everyone knows March is the best time. July it's too hot to do anything. By March, everyone has recovered from their Christmas debt and can afford to give smashing presents.
The 17th of March in particular I assume?
My birthday is tomorrow, and I gotta say it's not as bad as some think!
Half the family gets together, goes for a walk out on the hills, all back to the grandparents, all the guys go down to the Cottage pub, then back to the house for grub (turkey, stuffing and cranberry sandwiches!)
One time of the year everyone gets together properly, and the bonus is it's my birthday! Oh and boxing day isn't a bad night to go out on.
