Number plate issue

My car failed its mot on number plates so ordered a rear and it came today. First thing I notice that it looks green but that could be the artifical light, secondly I just got the ruler out and the characters are 2mm too short.

Where do I stand as I have been sold a plate that isnt legal.

Where'd you get it from? Im going to be ordering a set in the next couple of weeks, can't help with your question though...I just want to avoid using whoever you did.
