It looks like a typo tbh, they've put it in the exception bit, but the line itself makes no sense unless you swap "do" for "don't".

You do need a licence, however, if it "runs on its own internal batteries", your parent's license back home counts.

slightly OT, but www.tvcatchup.com is amazing, you can stream live tv, and afaik no licence is needed

no, you can't watch live tv without a licence, if it's on a time delay (which that may be) then you can, which is why iplayer doesnt require a tv licence, not sure how long the delay has to be though, iplayer things now go on as soon as the program starts broadcasting, so presumably not long
