no, not through an incendiary effect - the phosphorous burns in air to make phosphorous pentoxide which forms various phosphorous-based acids when in contact with water, i.e. the water in your body and skin.
Maybe Israel missed
America blew up at least 1 UN hospital when they were bombing iraq.... seemed to be a bit less fuss then too.
I'm not saying its right, but mistakes happen
I don't know the Toronto Star, it was the first result on a Google search; it will probably be denounced as notoriously anti-Smeitic.ON THE ISRAEL-GAZA BORDER–Israeli soldiers fired at least two 155-mm cannon shells into a United Nations compound in Gaza City yesterday, injuring three workers, destroying tonnes of humanitarian assistance and putting hundreds of people to flight.
...
During a meeting with UN Secretary General Ban Ki-moon, Israeli Defence Minister Ehud Barak said the attack on the UN compound in Gaza City was a "grave mistake," a position apparently contradicted later in the day by Prime Minister Ehud Olmert, who suggested the strike was deliberate.
...
During yesterday's intensified military operations, Israel Defense Forces scored hits on several other civilian structures, including an office building that houses the Gaza bureaus of several international news agencies, including Reuters. One man was injured in the attack.
...
In another incident, a section of Al-Quds Hospital was set ablaze after being hit by Israeli fire.

BBC News said:Israeli is to halt its three-week military offensive against Hamas militants in the Gaza Strip, Prime Minister Ehud Olmert has said.
Mr Olmert said a unilateral Israeli ceasefire would take effect from 0200 (2400 GMT).
Nearly 1,200 Palestinians have been killed since the violence began on 27 December. Thirteen Israelis have died.
***A Hamas official said the militant group would continue to fight***
I await with interest as to what the Hamas apologists excuses for that are...
The group says any ceasefire must involve Israeli troops withdrawing from Gaza and an immediate lifting of the Israeli blockade.
Simple really, lift the blockade and give back some of their land.
Israel have however made a first step, should they make all the concesions or should Hamas also make concessions? The ball is pretty much in Hamas' court now.
OK, Israel has made the first step. If hamas stops firing rockets then it's a proper ceasefire. Then Israel needs to take the next step by lifting the blockades, which I'm pretty sure it isn't going to do.

Rivals break with BBC in Gaza row
ITV, Channel 4 and Five are to show a charity appeal for Gaza amid a row over the BBC's decision not to run the film.
Ministers urged the BBC to recognise "immense human suffering" and show the Disasters Emergency Committee appeal.
At least 200 people protested in London at the BBC's decision. The corporation fears compromising its impartiality in covering the Israeli offensive in Gaza.
The BBC and other channels previously agreed not to show the appeal. Five now said the issue "transcends politics".
Protesters gathered outside the BBC's Broadcasting House in central London on Saturday, and chants of "BBC, shame on you" were heard as a petition was handed in to the corporation.
I agree.I am going to go with "Probably the right decision" they have been pro-palestinian enough during recent coverage that this would wreck any chances of keeping any semblance of impartiality.
Perhaps but I am more concerned with the suffering of the Palestinians than the perception of the BBC's impartiality.
Perhaps but I am more concerned with the suffering of the Palestinians than the perception of the BBC's impartiality.
Plenty of other worthy charities and campaigns that the BBC doesn't give coverage to, why is this one different?
As it does with almost all the ****** up problems in Africa. Including Zimbabwe. So what's your point? For a start, Britain shares responsibility for the creation of the state of Israel.
