I wouldn't agree with this personally. Yeah the first team as infected get the advantage of knowing where their tank will be and the first survivor team can be taken by supprise.
However, you can easily say "The second infected team know where their tank will spawn and create tactics around that particular occurance" Where as the first infected team just get told "Tank spawning now, go kick some ass".
I've done this with the people I play with often and it works just as well. It's all about your skillset as players and working as a team.
For example, yesterday had a BH VS campaign with some friends and OcUK lads, it was a nice fair game and I think my team ended up winning on the last map overall by only a few hundred points. It was perfectly balanced and for 3 of 4 (minus finale ofc) maps the main thing that kept us all on our feet were the tanks. (Each map the tank would take the team out).
As I have mentioned before, the best thing the could do to make this fair, would be:
Map 1 First Round - Team 1 (Infected)
Team 2 (Survivor)
Map 2 First Round - Team 2 (Survivor)
Team 1 (Infected)
etc
This would mean you would play as infected or survivor twice in a row at times, but it would balance out which team goes first on each map.
