Abit IP35 Pro making siren noise

I just installed a new Corsair VX 450W PSU. I thought that I did everything right (as i always do!). I just turned my the PC on and the lights came on and it started to boot up, but then a siren noise started and the system didn't boot. I turned the power off at the back to stop the siren.

On the POST code it looks like it says 8.E, which the manual says "Check CPU fan speed".

So, what have I done wrong and how do I fix it?
 
Do you have a CPU fan plugged into the CPU Fan header?

And do you have the power lead plugged into the graphics card if necessary?

Had the CPU fan plugged into the wrong header, sigh. Oh well, live and learn!

My system seems to be running strangely slower, is there any common reason for that?
 
& you've checked that all the BIOS settings are where they should be (i.e. not fail safe defaults)?
